The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Era
In October 2022, when Rishi Sunak took over as the UK's leader, he was the fifth British prime minister to take up the role in six years.
Triggered in the UK by Britain's EU exit, this represented unprecedented political turmoil. So what term captures what is occurring in France, now on its sixth prime minister in 24 months – three of them in the past 10 months?
The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on that day, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the price for his government’s survival.
But it is, at best, a short-term solution. The EU’s number two economic power is trapped in a ongoing governmental crisis, the scale of which it has not witnessed for many years – possibly not since the start of its Fifth Republic in 1958 – and from which there appears no simple way out.
Governing Without a Majority
Essential context: from the moment Macron initiated an ill-advised snap general election in 2024, the nation has had a hung parliament separated into three opposing factions – left, the far right and his own centrist coalition – none with anything close to a majority.
Simultaneously, the country faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are nigh.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.
In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, a little over two weeks ago, Lecornu presented his government team – which proved to be much the same as the old one – he encountered anger from both supporters and rivals.
So much so that the following day, he resigned. After just 27 days in office, Lecornu became the briefest-serving prime minister in recent French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable.
A further unexpected development: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a final attempt to salvage cross-party backing – a task, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the right-wing RN and leftist LFI refused to meet Lecornu, vowing to reject all future administrations unless there were early elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to prevent a vote. The president’s office announced the president would appoint a new prime minister two days later.
Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?
In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be frozen until 2027.
With the right-wing LR already on board, the Socialists said they would not back no-confidence motions tabled against Lecornu by the extremist factions – meaning the government should survive those votes, due on Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is just the start.”
A Cultural Shift
The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR want him out.
To achieve that, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the divided parliament musters collective will to approve a budget this year, the prospects for the government beyond that look bleak.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would see reduced representation, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic.
An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would dissolve parliament and aim for a legislative majority in the following election. But that, too, is uncertain.
Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.
Ultimately, France may not emerge from its quagmire until its leaders accept the new political reality, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that transformation will not be feasible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
